There are some mobs that use iron mist in the fissure, and it's very clearly 90% slower.

When you are hit with iron mist, you basically come to a complete stop. You can still move, but you dont get anywhere really. Things that ignore defense in conjunction with iron mist makes you feel like everyone hates you. Just like when the smite hex comes to set you free and you feel really loved.

The way these caps work is that they only apply for multiple skills combining. Say I hamstring and imagined burden a guy. They both are a 50% reduction in movement speed. Math wise that should give my target a 75% reduction in movement. However the cap puts that back at 50%. However if i only use a single skill, like Iron Mist to put them at 90% then it sticks becuase it isn't two skills stacking, its just one.
That said, I always felt that Symbiosis would be nice for a protection monk that used a lot of sustained enchanments, that is if anyone used them anymore.
